Το νομοθετικό πλαίσιο επιλογής διευθυντών/τριων σχολικών μονάδων πρωτοβάθμιας εκπαίδευσης: συγκριτική μελέτη 2011-2017 (Master thesis)

This paper attempts to present the educational policy and criticism of the institutional framework that defined the selection of Public Primary School Principals in Greece, from the establishment of the independent Greek State until 2018. In particular, it is focused on the decade of 2010 and all three pieces of legislation, namely L.3848 / 2010, L.4327 / 2015 and L.4473 / 2017, on the basis of which principals were selected in 2011, 2015 and 2017 respectively.
The research part utilized the evaluation tables of the West Thessaloniki Primary Education Department concerning the selection process of School Principals in the crises of 2011, 2015 and 2017 and then compared them using the case study method.

Furthermore, the profile of the candidates and their qualifications with regard to the criteria of scientific and pedagogical training, staffing status, guidance and administrative experience were clarified per crisis and comparatively, in order to investigate the possible impact of changing the legal framework on the profile and the qualifications of the nominee directors and of those who have been elected for over ten years. Finally, the findings of the research are particularly important, as they could be a useful guide to a future further research.

| Abstract: | Στην παρούσα εργασία επιχειρείται μέσα από την παρουσίαση της εξέλιξης του θεσμικού πλαισίου που καθόρισε την επιλογή των Διευθυντών των δημόσιων δημοτικών σχολείων στην Ελλάδα, από τη σύσταση του ανεξάρτητου Ελληνικού Κράτους έως το 2018, να αποτυπωθεί η εκπαιδευτική πολιτική και η κριτική που ασκήθηκε πάνω στο ζήτημα αυτό. Ειδικότερα, εστιάστηκε στη δεκαετία του 2010, και στα τρία νομοθετήματα, ήτοι Ν.3848/2010, Ν.4327/2015 και Ν.4473/2017, βάσει των οποίων διενεργήθηκαν οι επιλογές των στελεχών το 2011, 2015 και 2017 αντίστοιχα.
Στο ερευνητικό μέρος αξιοποιήθηκαν οι αξιολογικοί πίνακες αρμοδιότητας της Πρωτοβάθμιας Εκπαίδευσης Δυτικής Θεσσαλονίκης που αφορούσαν τη διαδικασία επιλογής Διευθυντών σχολικών μονάδων στις κρίσεις του 2011, 2015 και 2017 και ακολούθησε η σύγκρισή τους με τη χρήση της μεθόδου της μελέτης περίπτωσης. Περαιτέρω, αποσαφηνίστηκε το προφίλ των υποψήφιων αλλά και τα προσόντα τους αναφορικά με τα κριτήρια της επιστημονικής και παιδαγωγικής κατάρτισης, της υπηρεσιακής κατάστασης, καθοδηγητικής και διοικητικής εμπειρίας ανά κρίση και συγκριτικά, ώστε να ερευνηθεί η τυχόν επίδραση που επέφερε η αλλαγή του νομοθετικού πλαισίου στο προφίλ και τα προσόντα των υποψήφιων διευθυντών και αυτών που επελέγησαν σε βάθος δεκαετίας. Τέλος, τα ευρήματα της έρευνας είναι ιδιαίτερα σημαντικά, καθώς θα μπορούσαν να αποτελέσουν έναν χρήσιμο οδηγό σε μια μελλοντική, ευρύτερη έρευνα.
