| heal.abstract | Αντικείμενο της παρούσας μελέτης είναι ο θεσμός των Υπηρεσιακών Συμβουλίων (Υ.Σ) εκπαίδευσης και η συμβολή τους στη διοίκηση της εκπαίδευσης. Αρχικά, αναλύθηκαν οι βασικές σχολές της Διοίκησης με στόχο να διερευνηθεί η συμβολή των Υπηρεσιακών Συμβουλίων στη διοίκηση της εκπαίδευσης, ως συλλογικά όργανα της διοίκησης. Στα επίπεδα της Διοικητικής Πυραμίδας του εκπαιδευτικού συστήματος, λειτουργούν Υπηρεσιακά Συμβούλια. Σε κεντρικό επίπεδο λειτουργούν τα Κεντρικά Υπηρεσιακά Συμβούλια. Σε περιφερειακό επίπεδο τα Ανώτερα Υπηρεσιακά Συμβούλια και σε νομαρχιακό επίπεδο τα Περιφερειακά Υπηρεσιακά Συμβούλια. Σκοπός της εργασίας είναι να διερευνηθεί η συμβολή των Υ.Σ της δευτεροβάθμιας εκπαίδευσης (ΠΥΣΔΕ – ΑΠΥΣΔΕ – ΚΥΣΔΕ) στη διοίκηση της εκπαίδευσης και οι απόψεις των εκπαιδευτικών της δευτεροβάθμιας εκπαίδευσης του νομού Κιλκίς για τα Υ.Σ. Οι αποφάσεις που λαμβάνονται από τα Υ.Σ είναι σημαντικές για την εκπαίδευση και τους εκπαιδευτικούς. Οι εκπαιδευτικοί συμμετέχουν στα Υ.Σ με αιρετούς εκπροσώπους τους για τον έλεγχο της νομιμότητας των ενεργειών και των αποφάσεων που λαμβάνονται. Οι υπηρεσιακές μεταβολές των εκπαιδευτικών γνωμοδοτούνται από τα Υ.Σ και έχουν επιπτώσεις στη ζωή τους (μεταθέσεις, αποσπάσεις, μετατάξεις κ.λπ.). Η έρευνα της μελέτης έγινε με ερωτηματολόγιο που απαντήθηκε από εκπαιδευτικούς του νομού Κιλκίς και τα αποτελέσματα επεξεργάστηκαν με τη μέθοδο SPSS. Η μελέτη ολοκληρώνεται με την εξαγωγή των συμπερασμάτων που προέκυψαν από την συγκεκριμένη έρευνα. Οι εκπαιδευτικοί θεωρούν ότι τα μέλη των Υ.Σ πρέπει να διαθέτουν επιμόρφωση στις ΤΠΕ, Μεταπτυχιακό στη Διοίκηση της Εκπαίδευσης, διοικητική εμπειρία, καλή γνώση της νομοθεσίας, κοινωνική ευαισθησία και συναδελφικότητα. Όσον αφορά τη σύνθεση και τις αρμοδιότητες των Υ.Σ, οι εκπαιδευτικοί θεωρούν ότι πρέπει να υπάρχει και τρίτος αιρετός εκπρόσωπός τους, τα μέλη των Υ.Σ να ορίζονται από τον Περιφερειακό Διευθυντή Εκπαίδευσης και η πρόβλεψη που αφορά την ποσόστωση των γυναικών συμβάλλει θετικά στη λειτουργία τους. Τα Υπηρεσιακά συμβούλια είναι συλλογικά όργανα και οι εκπαιδευτικοί τα θεωρούν απαραίτητα για την αξιόπιστη διοίκηση της εκπαίδευσης. | el |
| heal.abstract | The subject of this study is the institution of Service Councils (S.C) and their contribution to the administration of education. Initially, the core faculties of the Administration were analyzed to explore the contribution of the Board of Directors to the administration of education as the collective body of said administration. At the Administrative Pyramid levels of the education system, operate Service Councils. At a central level, central Service Councils operate. At the regional level the Senior Service Councils and at the prefectural level the Regional Service Councils. The aim of the thesis is to investigate the contribution of Secondary Education Secondary Schools (SESS - APYSSE - KYSDE) to the administration of education and the views of the secondary education teachers of the prefecture of Kilkis for the S.C. Decisions taken by the S.C are important for education and teachers alike. Teachers participate in the S.C with their elected representatives to check the legality of the actions and decisions taken. Teacher changes are advised by the S.C and have an impact on their lives (transfers, postings, etc.). The study was conducted with a questionnaire answered by teachers from Kilkis County and the results were processed using the SPSS method. The study ends with the conclusions drawn from this research. Teachers believe that S.C. members should have I.T. training, a Master in Education Management, administrative experience, good knowledge of legislation, social sensitivity and fellowship. Regarding the composition and responsibilities of the S.C, teachers advise that there should also be a third elected representative, the members of the S.C. Being appointed by the Regional Director of Education and there should be a provision concerning the quota of women included, contributes positively to their operation The Service Councils are collective bodies and teachers consider them necessary for the reliable administration of education. | en |
