The purpose of this work is to identify the key issues of the online consultation on education and what is the impact of the online consultation on educational reforms. The survey was qualitative and was done through the recording of data from two electronic consultations related to special education and with in-depth interviews. Evidence deriving from this research has shown that although there is a particular interest in digital consultation, this process needs several improvements due to some problems that have appeared, such as the misuse of the freedom of access into those discussions. A possible proposal would be to operate a digital platform where participation will be certified by the identity or similar documentation. There will also be moderation. Finally, there may be a report at the end of the process which will summarize the content of the consultation process and of the proposals made have been included in the legislation.
