This research examines the management of human resources in the context of offering quality services during the period of economic recession in Primary Education. The survey was conducted in Primary Schools in Kastoria. A questionnaire consisting of 38 variables was used to collect the data. The results of the survey showed that teachers and the educational managers inducted unconsciously the cost reduction philosophy without reducing their quality because this is a prerequisite for survival. In particular, they choose to reduce costs but continue to promote team spirit and the continuous improvement of teachers' skills - abilities - for the qualitative upgrading of the services offered.

| Abstract: | Η παρούσα έρευνα εξετάζει τη διαχείριση των ανθρώπινων πόρων στα πλαίσια της προσφοράς ποιοτικών υπηρεσιών κατά την περίοδο της οικονομικής ύφεσης στην Πρωτοβάθμια Εκπαίδευση. Η έρευνα διεξήχθη σε Δημοτικά Σχολεία του Νομού Καστοριάς. Για τη συλλογή των δεδομένων χρησιμοποιήθηκε ερωτηματολόγιο, αποτελούμενο από 38 μεταβλητές. Τα αποτελέσματα της έρευνας έδειξαν ότι οι εκπαιδευτικοί και ο διευθυντής εισέρχονται, χωρίς να το καταλάβουν, στη φιλοσοφία της μείωσης των δαπανών χωρίς, όμως, να μειώσουν την ποιότητά τους γιατί είναι αναγκαία προϋπόθεση για να μπορέσουν να επιβιώσουν. Συγκεκριμένα, επιλέγουν να μειώσουν το κόστος, αλλά εξακολουθούν να προωθούν το ομαδικό πνεύμα και τη διαρκή βελτίωση των γνώσεων – δεξιοτήτων - ικανοτήτων των εκπαιδευτικών για την ποιοτική αναβάθμιση των προσφερόμενων υπηρεσιών.
