Trying to get into higher education is an issue that has been a key issue for many governments for many years. In recent years, many efforts and changes have been made regarding the admission systems in higher education institutions with the implementation of many new reform laws. These efforts have always been aimed at improving the system as well as eliminating injustices. But despite any hopes for something better, there are always serious problems. This paper will provide a historical overview of access to higher education systems across Europe and what is currently in place. Then there will be a historical review of the systems of access to higher education in Greece and what is valid now. This paper also includes an overview of legislation and a quantitative research with key research questions and qualitative research with further analysis (holistic approach). Finally, a proposal is made for a fair system of access to higher education
