The impact of Kallikratis program in the prefecture of Florina

Abstract

Αφορά την παρουσίαση του προγράμματος Καλλικράτης. Ανάλυση των συνεπειών και επιπτώσεων από την εφαρμογή του προγράμματος τοπικής αυτοδιοίκησης στο Νομό Φλώρινας. Σύμφωνα με τον νόμο Καλλικράτης έγινε συνένωση κοινοτήτων σε μεγαλύτερους δήμους με σκοπό τη βελτιστοποίηση της δημόσιας διοίκησης στο επίπεδο της τοπικής αυτοδιοίκησης. Βασικές πτυχές του προγράμματος είναι η μείωση του αριθμού των δήμων και των νομικών τους προσώπων κατά περίπου 2/3, η αντικατάσταση των 57 νομαρχιών ως δευτεροβάθμιων ΟΤΑ από τις 13 περιφέρειες, η σύσταση των αποκεντρωμένων διοικήσεων, οι αλλαγές στον τρόπο χρηματοδότησης των ΟΤΑ, η αύξηση της θητείας των αυτοδιοικητικών οργάνων από 4 σε 5 έτη και η ανακατανομή των αρμοδιοτήτων κάθε βαθμού.

Regards the presentation of the Kallikratis program. Analysis of the consequences and effects of the implementation of the local government administration program in the prefecture of Florina. According to the law Kallikratis was uniting communities in larger municipalities in order to optimize public administration at the level of local government. Key aspects of the program is to reduce the number of municipalities and their legal entities by about 2/3, the replacement of 57 prefectures as secondary LGA of the 13 regions, the establishment of decentralized administrations, the changes in financing of LGA, the increase of office of local and regional bodies from 4 to 5 years and the redistribution of responsibilities in each grade.
