School leadership, as it is transformed through the role of the school manager, is undoubtedly a social polymorphic phenomenon that evolves in space and time, constituting a real challenge for the upgrading of the functioning of a school environment as it involves behaviors and choices of human expression, potentially affecting many common, internal and external in a positive or negative way. The value of a school leader-manager study on the basis of a metric approach to its effectiveness is twofold, on the one hand, because it outlines an existing reality within the school space concerning pupils and teachers, on the other hand it shows how governmental political actors they treat it reasonably through the systems of choice which they lay down in State Laws and Decrees. In this diploma thesis, a common bibliographical and empirical approach is being attempted by the effective primary school leader and teacher oriented teacher orientation team to allow a satisfactory record of their views on the characteristics and skills that they need to have. Not just to be a good manager, but to be able to achieve high quality and performance results that are necessary to optimize the work environment and the conditions of the school environment, as well as the substantive and creative argumentation of political governmental actors for the purpose of the targeted and functional reforming the system of selection of school managers for the benefit of education, education and society in general.
