Το νομοθετικό πλαίσιο λειτουργίας των μουσικών σχολείων στην Ελλάδα και οι πρακτικές εφαρμογές του (Bachelor thesis)

The first Music School was founded in Greece in 1988 with the aim of training young people wishing to follow the professional music direction. Since then the function of these organizations has faced a multitude of administrative problems involving the central ministry, the director and the teaching staff.
The collaboration between teachers and principals of Music Schools, as well as between teachers and the central bureau of the ministry, is a key factor in the effectiveness of both organizations and music schools. Research has shown that the establishment of and the development of collaborative bonds has a positive, integral effect on supporting and improving educational and communication bonds between the educational staff and the administration thus assisting the emotional development of the students and the educational process as a whole.
Main target of the present study is the investigation of the mindsets and relations of both teachers and principals of organizations with the central bureau of the Ministry of Education, with the Art Committee of Music and Art Schools and with respect to upholding current law regarding music schools. The effect of these mindsets and relations to the overall effectiveness of the organizations will also be examined.
The present study takes place in 29 music schools in Greece, which have all grades of secondary school and high school. Analysis of the results shows that principals and Art Committees of Music Schools, following the existing legal framework, determine the appointments of substitute teachers. The lacking design of the organization and operation of Music Schools and the existence of multiple disciplines on the subject of music have had consequences in the collaboration of music teachers, as well as on the normal and effective operation of Music Schools.

| Abstract: | Το πρώτο Μουσικό Σχολείο ιδρύεται στην Ελλάδα το 1988 με σκοπό την κατάρτιση των νέων που επιθυμούν να ακολουθήσουν την επαγγελματική κατεύθυνση της μουσικής. Από τότε έως σήμερα, η λειτουργία των οργανισμών αυτών αντιμετωπίζει μια πληθώρα διοικητικών προβλημάτων στα οποία εμπλέκονται η κεντρική υπηρεσία του υπουργείου, ο διευθυντής και το εκπαιδευτικό προσωπικό.
Η συνεργασία των εκπαιδευτικών του μουσικού σχολείου, τόσο με τη διεύθυνση του σχολείου, όσο και με την κεντρική υπηρεσία του υπουργείου αποτελεί κύριο παράγοντα αποτελεσματικότητας των οργανισμών των μουσικών σχολείων. Έρευνες έχουν δείξει ότι η δημιουργία συνεργατικών δεσμών και η ανάπτυξη επικοινωνιακών σχέσεων συμβάλλει θετικά και ολοκληρωτικά στην υποστήριξη, στη βελτίωση των εκπαιδευτικών δεσμών μεταξύ ανθρωπίνου δυναμικού του οργανισμού και της διοίκησης και κατ’ επέκταση στη συναισθηματική πρόοδο των μαθητών και εν γένει της εκπαιδευτικής διαδικασίας.
Κύριος σκοπός της παρούσας έρευνας είναι η διερεύνηση των στάσεων και των αντιλήψεων, τόσο των εκπαιδευτικών, όσο κυρίως των διευθύνσεων των οργανισμών και της σχέσης τους με την κεντρική υπηρεσία του υπουργείου παιδείας, με την καλλιτεχνική Επιτροπή των Μουσικών και Καλλιτεχνικών Σχολείων και της τήρησης της κείμενης νομοθεσίας για τα Μουσικά Σχολεία, ως παράγοντας αποτελεσματικότητας των οργανισμών αυτών.
Η έρευνα της παρούσης εργασίας διεξάγεται σε εικοσιεννέα (29) Μουσικά Σχολεία σε όλη την Ελλάδα που λειτουργούν όλες οι τάξεις του γυμνασίου και του λυκείου. Από την ανάλυση των αποτελεσμάτων προκύπτει ότι οι διευθύνσεις των Μουσικών Σχολείων όπως και οι Καλλιτεχνικές Επιτροπές Μουσικών Σχολείων, εφαρμόζοντας το υπάρχον νομικό πλαίσιο, καθορίζουν τους διορισμούς των αναπληρωτών εκπαιδευτικών. Ο ελλιπής σχεδιασμός οργάνωσης και λειτουργίας των Μουσικών Σχολείων, οι διαφορετικοί κλάδοι πάνω στο ίδιο αντικείμενο της μουσικής, η μη ορθή εφαρμογή του νομικού πλαισίου από τις διευθύνσεις και οι ελλιπείς μόνιμοι διορισμοί, είχαν και συνεχίζουν να έχουν ακόμα και σήμερα αντίκτυπο στην ομαλή συνεργασία μεταξύ των εκπαιδευτικών μουσικής, όπως και στην ομαλή και αποτελεσματική λειτουργία των Μουσικών Σχολείων.
