In this dissertation, the needs for training of civil servants as well as the evolution of these needs for continuous additional training in the field of public administration are investigated. The purpose of the dissertation is to identify these needs through quantitative research and to make suggestions that could improve the quality and efficiency of the workforce of the public administration. The dissertation is divided into two parts. At first a references’ research is made as to point out conceptual definitions and basic terms, and then the issue is further explored and analyzed with reference to the design of training programs and the type of incentives that would enhance the involvement of civil servants. In addition to referring to the programs provided in Greece, also is mentioned the case of in-service training of civil servants across the borders of Greece with references to the European Development Strategy. The second part, which is a quantitative research, deals with the case of University of Thessaly civil servants with the aim of recording their knowledge, skills and competencies needs with particular emphasis on training in Information and Communication Technologies. The approach used was quantitative and an electronic questionnaire was used. The results are presented through the SPSS 23 statistical program. In conclusion, participants have a moderate need for ICT training, although they use them almost daily in the performance of their tasks. There is a slight difference between the attitudes towards the necessity of their training and their already existing training in various themes such as ICT and administration. Their training on Greek and more European legislation is also moderate. For the above reasons, it is recommended the further training, even if their training is not low.
