Διερεύνηση της αποτελεσματικής διοίκησης του Τμήματος Υγείας και Ασφάλειας σε κατασκευαστικό έργο (Master thesis)

The evolution of society under the influence of new technologies and changing socio-economic conditions creates constant changes in the workplace, accompanied by new and emerging risks, with the result that the implementation of health and safety management becomes imperative.
Aim: The present study investigates the efficient operation of the health and safety department at the construction site of the Gas Compression Station, examining the implementation of national legislation, the commitment and supportive attitude of the top management and the interactive relationship between employees and health and safety team.
Method: The survey was carried out with review in the Greek and international literature extracted from electronic databases and followed by the distribution and analysis of questionnaires in the human resources of the construction site on "Investigation of Understanding and Acceptance of Occupational Health and Safety Measures".
Results: The participants of the research show intense diversity, in terms of age, educational level and previous work experience. It is proved that the legislation is implemented in the construction site by the presence of technical and medical staff, operating risk assessment (91%), training in health and safety issues (97%) and providing appropriate personal protective equipment. The 17% of employees have been involved in an accident and 93% of staff is aware of the sequence of response action in an emergency case. The top management in cooperation with the health and safety department share in public the policy that is committed to the health and safety of staff, encourages the employee to comply with the relevant regulations and rewards exemplary behavior (89%). Employees are committed to achieving "zero accidents" (79%).
Conclusions: It is not enough to impose and supervise protocols and safety measures. Continuous training and specialization of those who operates supervision is required. The achievement of the project management in collaboration with the health and safety department is the initiation of the staff in a culture which is to maintain a healthy workforce after completion of the work.

| Abstract: | Η εξέλιξη της κοινωνίας υπό την επίδραση των νέων τεχνολογιών και των μεταβαλλόμενων κοινωνικό-οικονομικών συνθηκών δημιουργεί διαρκείς αλλαγές στους χώρους εργασίας, που συνοδεύονται από νέους και αναδυόμενους κινδύνους με αποτέλεσμα η εφαρμογή της διαχείρισης της υγείας και ασφάλειας καθίσταται ανάγκη επιτακτική.
Σκοπός: Τίθεται στην παρούσα μελέτη η διερεύνηση της αποδοτικής λειτουργίας του τμήματος υγείας και ασφάλειας στο εργοτάξιο Σταθμού Συμπίεσης Αερίου, εξετάζοντας την εφαρμογή εθνικής νομοθεσίας, την δέσμευση και υποστηρικτική στάση της διοίκησης και την δια δραστική σχέση μεταξύ εργαζομένων και των μελών του τμήματος υγείας και ασφάλειας.
Μέθοδος: Πραγματοποιήθηκε ανασκόπηση στην ελληνική και διεθνή βιβλιογραφία αποσπώμενη από ηλεκτρονικές βάσεις δεδομένων και ακολούθησε η διανομή και ανάλυση ερωτηματολογίων στο ανθρώπινο δυναμικό του εργοταξίου με θέμα «Διερεύνηση Κατανόησης και Αποδοχής Μέτρων Υγιεινής και Ασφάλειας του Έργου».
Αποτελέσματα: Οι συμμετέχοντες της έρευνας παρουσιάζουν έντονη ποικιλομορφία, ως προς την ηλικία, το μορφωτικό επίπεδο και προϋπηρεσία. Αποδεικνύεται ότι στο εργοτάξιο εφαρμόζεται η νομοθεσία με την παρουσία τεχνικού και ιατρό – νοσηλευτικού προσωπικού, διενεργούνται η εκτίμηση κινδύνου (91%), εκπαιδεύσεις σε θέματα υγείας και ασφαλείας (97%) και παρέχονται τα κατάλληλα μέσα ατομικής προστασίας. Το 17% των εργαζομένων έχει εμπλακεί σε ατύχημα και το 93% του προσωπικού γνωρίζει την αλληλουχία των βημάτων δράσης σε περίπτωση έκτακτης ανάγκης. Η διοίκηση σε συνεργασία με το τμήμα υγείας και ασφάλειας διαθέτει δημόσια την πολιτική όπου δεσμεύεται σχετικά με την υγεία και την ασφάλεια του προσωπικού, προτρέπει τον εργαζόμενο να τηρήσει τους αντίστοιχους κανονισμούς και επιβραβεύει την υποδειγματική συμπεριφορά (89%). Οι εργαζόμενοι δεσμεύονται για την επίτευξη των «μηδέν ατυχημάτων» (79%).
Συμπεράσματα: Δεν αρκεί η επιβολή και επίβλεψη των πρωτοκόλλων και των μέτρων ασφαλείας. Απαιτείται διαρκής κατάρτιση και εξειδίκευση των αρμοδίων που ασκούν τα καθήκοντα ελέγχου. Το μεγαλύτερο εγχείρημα της διοίκησης σε συνεργασία με το τμήμα υγείας και ασφάλειας αποτελεί η μύηση του προσωπικού σε μια κουλτούρα που έγκειται στην διατήρηση ενός υγιούς ανθρώπινου δυναμικού μετά την ολοκλήρωση της εργασίας του.
