Leadership is considered a significant factor for the process of culture formulation and has created a mountain of challenges for the leaders, with increasing demands of the last few years, coming from the heads of the educational system. The culture inside a school effects the way people think, feel and act. As a result of the fluctuations in culture, teachers, students and the educational community as a whole, are effected either positively or negatively. Essentially, leadership is responsible for the formulation of the school culture. The main purpose of this study is to examine the involvement of leadership in culture formulation and the development of skills on members of the education system, which leads to the research of school efficacy in public school of primary, secondary and university education as well as in public Institutes of Vocational Training and to confirm basic models of leadership. The method of collecting data in this study was based on quantitative methodology. More specifically, for the data collection, 10 interviews were made with teachers from all education levels, using a goal sample. This study was aiming at illustrating all the known types of leadership, observed in said-education units and show their effectiveness in relation to the development of skills and culture. The collected data were treated quantitatively. The participant’s answers in the research, paint a picture on the deciding factors for a culture of evolution on the members of the education community, and the fields that need to be improved. The research answers focus on the directors’ opinions on how they deal with culture in their units as well as their contribution to the skill development of their teachers
