The needs for administration, management and effectiveness are at the same level, with the only difference to be that of the content. Because of the particularity in nature and structure of an educational unit the management should be carried out with more caution, so mistakes, that might lead the school’s administration away from the achievement of its goals, could be avoided. By the latest changes that have been decided to happen, Vocational High Schools are obliged, except for technical knowledge and skills that they are planned to offer from the start, to provide theoretical knowledge so the admission to Universities could be possible for the students. Principals of Vocational High Schools realize that the demands become higher as the time passes, and as a result they should make good use of one of the most important factor in the faction of a school, that are the teachers. Good cooperation, exchange of opinions and ideas, and also trustfulness between teachers, are necessary for the best result in an educational unit. For principals to fulfill their vision for their school units, they must use a fast growing science that is management of human resources. In general, urge is proven to have an important role at management of human resources, but more specific at the possible success of a school unit. When teachers are willing to contribute at the school community, work hard and also develop a bidirectional relationship with principals, then the educational organization has many possibilities to achieve its goals
