Aim of present work is to investigate the relations that are developed between the educational personnel and the managers of Educational Units and how much the Directors prompt and encourage the teachers to undertake and to materialize European Programs as is Erasmus+ or etwinning that aim they have in the connection of schools and human resources at the growth of dexterities, the modernization of systems of education, the creation of new knowledge, the improvement of linguistic dexterities, the contact with new cultures and to develop the feeling of European identity. All these energies aim at the training and professional growth of students, the creation of enterprising conscience. The study in theoretical part records via the bibliographic examination the significances of administration, the types of this, the characteristics of effective leader, the theories of encouragement, the role of innovation in the education and mentions the contribution of European Programs in the Greek Education. In the research part of the work focuses on the opinions and attitudes that keep teachers / trainers of a particular educational community such as that of post-secondary education and particularly of Public Vocational Training Institutes (DIEK). Investigated whether the management of these units encourages and motivates educators to implement programs. What are the problems they face, how qualified are, what their attitude towards such innovative actions. Had yet to become a second investigation on the part of directors of these educational modules specifically in the prefecture of Thessaloniki to see and the views of administrators if there are problems or not to encourage trainers to undertake programs, if positive towards such kind actions, if they know the stages of implementation of these programs
